California Certificate of Convenience: Estate and Military Paths (Not a Temp Producer License)

· By GetLicensedCA · Nine North Solutions LLC

People moving from other states sometimes ask for a California temporary insurance license so they can sell Life and Health before the exam. California does not issue that kind of temporary producer license for new agents.

What California does issue, in narrow cases, is a Certificate of Convenience. That certificate conserves an existing book when a licensee dies, is declared incompetent, or enters military service. It is not a shortcut around the California Life & Health insurance exam for someone starting fresh.

Estate Certificate of Convenience

Under Insurance Code section 1685(a), the Commissioner may issue a certificate of convenience so an eligible person can administer the existing book of a licensee who has died or been declared incompetent.

Eligible people under section 1686(a) include the executor or administrator of the estate, the surviving spouse or heir entitled to conduct the business if no executor or administrator is appointed, or the conservator of the licensee's estate.

CDI's Certificate of Convenience FAQ lists application pieces such as a signed letter requesting cancellation of the deceased licensee's authority with a certified death certificate, and an individual license application with Certificate of Convenience marked.

How long an estate certificate lasts

Insurance Code section 1693 lists ending events. Among them: appointment of a different executor or administrator, disposal of the business, end of a conservatorship, and expiration of one year after death.

If during that year the certificate holder applies for their own property, casualty, or life agent license, the certificate may remain in force until they have a chance to take the qualifying exam.

Military Service Certificate of Convenience

Insurance Code section 1685(b) allows a certificate to conserve the business of a licensed natural person who enters U.S. military service, or to conserve an organization's business under the conditions in section 1697. This path is about continuity for an existing practice, not a training license for brand-new producers.

What new Life and Health producers actually do

1. Study CDI's License Examination Objectives for Life, Accident and Health, or both.

2. Pass the matching PSI exam (75 questions single-line or 150 scored combined).

3. Complete the 12-hour Ethics and California Insurance Code course from a CDI-approved provider before issuance (required under Insurance Code section 1749 even after AB 943 removed the old 20-hour prelicensing course).

4. Apply on Sircon with the $188 filing fee.

5. Complete Capital Live Scan fingerprints after the application is in.

6. Get appointed before you solicit.

Why this distinction matters on the exam and on the job

If an agency promises you a temporary license to start selling this week without PSI, slow down. Ask whether they mean a real Certificate of Convenience situation, an internal training title, or a misunderstanding copied from somewhere else.

New producer authority in California still runs through exam, ethics course, application, fingerprints, and appointment.

Questions to ask an agency that mentions a temporary license

Are you talking about a Certificate of Convenience for an estate or military situation under Insurance Code sections 1685 to 1697?

Or do you mean internal training while I study for PSI?

Who is appointed, and what am I allowed to solicit before my own license issues?

If the answers are fuzzy, stay on the standard exam path.

How this topic can still show up while you study

Even if you never apply for a certificate, knowing California uses Certificates of Convenience instead of a broad temporary producer license keeps you from following bad advice from out-of-state forums.

Frequently asked questions

Does California offer a temporary Life and Health producer license for new agents?
No. California uses Certificates of Convenience in limited estate and military situations to conserve an existing book. New producers follow the exam, ethics course, application, fingerprint, and appointment path.
Who can get an Estate Certificate of Convenience?
Typically the executor or administrator, a surviving spouse or heir entitled to run the business if no personal representative is appointed, or a conservator, as described in Insurance Code sections 1685 and 1686 and CDI's FAQ.
Can a Certificate of Convenience replace passing the exam forever?
No. An estate certificate is temporary and tied to conserving an existing book. If the holder applies for their own license, they still need to qualify, including the exam when required.
