How to Become an Independent Insurance Agent in California

· By GetLicensedCA · Nine North Solutions LLC

Independent in California still starts with a state license and carrier appointments. The independence is about who you contract with after CDI issues the license, not about skipping PSI.

Step 1: Pick the license mix

Most independent Life and Health producers hold both Life-Only and Accident and Health so they can talk life, annuities (with training), medical, Medicare supplement, and disability income in one practice.

Sit the combined California Life & Health insurance exam (150 scored questions) and select both license types on the Sircon application for one $188 filing fee. Comparison: getlicensedca.com/articles/life-vs-life-and-health-california.

Step 2: Pass PSI and finish ethics

Study CDI's License Examination Objectives. Pass at 60 percent. Complete the 12-hour Ethics and California Insurance Code course with a CDI-approved provider before issuance.

Step 3: Apply and fingerprint

File on Sircon after you pass. Pay $188. Then schedule Capital Live Scan ($74). Keep exam validity (one year) in mind.

Step 4: Get appointed before you solicit

CDI can issue the license without an appointment on file. You still may not solicit or sell until a carrier files an Action Notice of Appointment electronically (commonly through NIPR channels) or a licensed business entity files an endorsement. The filing fee listed on CDI materials is $32 per action notice or endorsement.

Independents often start with an IMO or FMO that helps with multiple carrier appointments, E and O guidance, and contracting. Captive desks appoint you to one family of companies. Neither path removes the CDI license requirement.

Step 5: Product training that independents hit early

Annuities: 8-hour initial training before selling, then 4 hours each renewal for Life licensees.

Long-term care: training under Insurance Code section 10234.93 before LTC sales for A&H or full life licensees.

Those courses are separate from GetLicensedCA exam prep. Plan them before you market those products.

Step 6: Build like a business

Register your business form if you need an entity. Get E and O if carriers require it. Track CE: 24 hours each two-year term including 3 hours ethics with 1 hour fraud for Life and/or A&H.

Compliance basics (advertising, replacements, privacy) are not optional just because you work from a home office.

Independent vs captive in practice

Captive: fewer carrier choices, often stronger brand training, appointment path tied to that company family.

Independent: more carrier menus through an IMO or direct contracts, more paperwork ownership, more responsibility for compliance and marketing claims.

Both require the same CDI license foundation. Do not let a recruiting script convince you independence skips PSI or ethics.

First 90 days after the license issues

Finish annuity or LTC training before you advertise those products.

Get E and O if your contracts require it.

Store your BCIA 8016, score report, and license printouts where you can find them.

Set a CE reminder for the two-year term so renewal is not a scramble.

Keep client files and replacement documentation clean from day one.

Common early mistakes

Soliciting on social media before appointments are filed.

Promising LTC or annuity quotes before finishing required training.

Using another state's talking points for California free-look or Medigap rules.

Ignoring the one-year exam validity window while shopping IMOs.

Choosing an IMO or going direct

IMOs and FMOs can compress contracting across several carriers, provide mentorship, and set commission schedules. Direct-to-carrier contracting can mean fewer middle layers and more forms on your desk. Ask about release clauses, chargebacks, lead rules, and whether they expect captive-like production quotas while calling you independent.

Compliance basics that protect a young book

Keep advertising claims tied to approved product language. Document replacements. Respect do-not-call and privacy rules. Store client authorizations. Independence is not anonymity from CDI market conduct expectations.

Timeline to first independent sale

License study and PSI: weeks. Issuance and prints: additional days to weeks. Contracting: often another stretch. Product training: schedule before the first annuity or LTC appointment. A realistic independent launch is measured in weeks to a few months, not a single weekend, even for fast studiers.

Frequently asked questions

Do independent agents in California still need CDI appointments?
Yes. Independents still need a California producer license and carrier appointments (or a qualifying business entity endorsement) before soliciting.
Can I be independent with only a Life-Only license?
You can, if your book is life and annuity focused and you complete required annuity training. Many independents add Accident and Health for medical and senior products.
