California Insurance Fingerprinting and Live Scan: Step by Step

· By GetLicensedCA · Nine North Solutions LLC

California resident producer applicants use Live Scan, not a walk-in fingerprint card from a random shop you found on a flyer. CDI's current vendor is Capital Live Scan (CLS). The portal and fee below come from CDI's fingerprint instructions and PSI's Candidate Information Bulletin.

Order matters. Pass the California Life & Health insurance exam (or the single-line exam you need), submit the license application, then complete Live Scan. Do not print first and hope the file lines up later.

When to fingerprint

CDI's resident fingerprint instructions say applicants should not submit fingerprint impressions until after the license application is submitted to the Department. PSI's bulletin says the same: after you pass and after the resident application is in.

If a blog tells you to Live Scan before you apply, ignore it and follow the fingerprint packet.

Fee

Capital Live Scan charges $74 total per person. That breaks down as $17 FBI, $32 DOJ, and $25 CLS rolling fee, per CDI's instructions (LIC 442-39A, Rev 10/2026).

Step-by-step through Capital Live Scan

1. Open the Live Scan registration link from CDI's resident fingerprint page: https://applicantservices.com/CADOI

2. Choose Get Fingerprinted at Live Scan Location.

3. Enter your email and validation code.

4. Fill the BCIA 8016 Request for Live Scan Services template with your legal name exactly as it appears on your government ID.

5. Search by address or a nearby location, pick a site, and schedule a date and time. CLS lists hundreds of sites statewide.

6. Watch the instructional video, accept the privacy notices, and pay.

7. Save the QR code and Payment ID (email plus a screenshot or print).

8. Attend with the QR or appointment email and your physical government ID.

9. After the scan, log back into the portal with the same email to get the completed BCIA 8016. Keep that copy. You are not required to mail it to CDI, but you need it if DOJ or FBI rejects and you must resubmit.

What Live Scan is checking

Fingerprints support CDI's background review for the license application. A clean scan still takes processing time at DOJ and FBI. Rejections happen when prints are unclear. Keep the BCIA 8016 so a resubmit is faster.

How this fits the rest of the path

Typical resident order: study and pass PSI, complete the 12-hour Ethics and California Insurance Code course from a CDI-approved provider before issuance, file the Sircon application with the $188 fee, then Live Scan, then wait for CDI to finish the file and issue.

Exam validity: Insurance Code section 1676(a) says examinations are valid for one year from the pass date. Do not let prints and paperwork drift past that window.

Nonresidents

Nonresident rules differ. Some applicants with qualifying resident licenses are not required to submit new fingerprints for a California nonresident license. Others use hard-card processes. Check CDI's nonresident fingerprint page rather than copying the resident Live Scan steps.

While you wait on prints

If you are still studying for a second license exam, keep practice going at getlicensedca.com/diagnostic. For the first license, use the wait to finish ethics if needed and line up appointments after issuance.

Troubleshooting common Live Scan snags

Email validation codes land in spam. Check there before restarting registration.

If DOJ or FBI rejects prints, use your saved BCIA 8016 and follow resubmit instructions rather than inventing a new unrelated vendor path.

If CLASS is quiet, confirm the application actually submitted and the fee cleared before assuming prints are the only delay.
