Why People Fail the California Life and Health Exam

· By GetLicensedCA · Nine North Solutions LLC

CDI's October 15, 2026 Curriculum Board packet shows English first-time pass rates on the combined Life/Accident/Health exam at about 59 percent for January through August 2026 (9,680 first-time takers). Life-Only English sat near 60 percent. Spanish-language takers across exams in the first half of 2026 passed around 30 percent overall, and Spanish combined Life/A&H first-time passes were about 27 percent for January through August.

Those numbers are not a judgment on your career. They are a warning that casual reading is not enough.

Mistake 1: Studying a national book and skipping California objectives

CDI publishes License Examination Objectives for Life and for Accident and Health. Those outlines are the blueprint. National flashcards that never mention the California Insurance Code leave you guessing on marketplace, ethics, and senior product rules that sit in the objectives.

Download the current objectives from CDI's License Examination Objectives page and study to those headings. A topic map is at getlicensedca.com/articles/california-life-health-exam-content-outline.

Mistake 2: Ignoring the 12-hour Ethics and Code course until after the exam

Since January 1, 2026, AB 943 removed the old 20-hour prelicensing course for Life and A&H. You can schedule PSI without finishing the 12-hour Ethics and California Insurance Code course. The license still will not issue until that CDI-approved 12-hour course (including 1 hour on fraud) is done.

Many people treat ethics as paperwork. Then they meet code and marketplace questions cold. Take the course from a CDI-approved provider before or during study. GetLicensedCA does not replace that course and is not a CDI-approved ethics provider.

Mistake 3: Untimed reading instead of timed practice

The combined exam is 150 scored questions in 195 minutes. Reading chapters without a clock trains the wrong skill. Failures often look like slow pacing, second guessing, and blanking on items that felt familiar in an open book.

Take a free timed practice test at getlicensedca.com/diagnostic early. Then keep timed sets in the mix until exam week.

Mistake 4: Weak senior products and annuity basics

On the Accident and Health objectives, senior health products alone are 15 of 75 questions. On Life, annuities are 8 of 75. People who only drill term vs whole life leave easy points on the table.

Mistake 5: Retaking immediately without a rebuild

PSI lets you re-register after a fail. That does not mean you should. Section 1682's 10-fail bar is real. Spend a week fixing the diagnostic, then sit again. What actually moves the pass rate

Study the official objectives. Complete the 12-hour Ethics and Code course with an approved provider. Practice under time. Drill weak domains until misses shrink. Walk into PSI with a plan for flagged questions.
